Government Building Waterproofing Specifications in Ghana — A Public Procurement Guide (2026)

Government Building Waterproofing Specifications in Ghana

Government buildings in Ghana leak more than any other building type. Not because government contractors are worse — but because tender specifications are often too vague, allowing bidders to price the cheapest possible system, which fails within 3–5 years, requiring emergency repairs at several times the original cost.

This guide is for procurement officers, quantity surveyors, and architects working on public-sector projects for the Public Procurement Authority (PPA), Ministries, MMDAs, Ghana Education Service, Ghana Health Service, and state-owned enterprises. It covers how to specify waterproofing to get durable results within Ghana's public procurement framework.

Why Government Waterproofing Specs Fail

Common patterns we see in failed government projects:

  • Generic specifications: "Apply waterproof coating to roof" with no product, quantity, or coverage detail
  • Lowest-bid selection with no technical scoring weight
  • No warranty requirement
  • No supervision during application
  • No maintenance provision after handover

Result: cheapest bidder wins, applies waterproof paint (not membrane), building leaks in year 2, MDA spends several times the original budget on emergency repairs.

There is a sixth failure pattern, and it is the specifier's fault

Specifications that demand figures no supplier in Ghana can meet — a 20-year warranty, or a film thickness no liquid membrane achieves in two coats. Compliant bidders are disqualified for saying so; non-compliant bidders sign anyway and cannot honour it. Specify what is real and enforceable, and the technical evaluation does its job.

The 6 Elements of a Robust Government Waterproofing Specification

1. Specific Product/System Requirements

Do NOT write "apply waterproof coating." Instead:

"Apply single-component polyurethane liquid membrane in two coats, applied perpendicular to one another, at a minimum total application rate of 0.40 kg/m² across both coats. System to be Fest Ghana Limited PU membrane or equal approved. All internal corners, penetrations, upstands and drainage outlets to be reinforced with polyester fleece embedded in the first coat. Substrate to be clean, sound and dry, with moisture content below 4% at time of application."

Specify by application rate, not film thickness. Dry film thickness cannot be verified on site without specialist gauges, and disputes about it are unwinnable. Kilograms per square metre can be checked against delivery notes and empty containers by any clerk of works. It is the enforceable number.

2. GSA Compliance

Under LI 1630 (Building Regulations) and GSA quality mark requirements, all waterproofing products for public buildings must:

  • Carry GSA product certification (verify with Ghana Standards Authority)
  • Have documented Material Safety Data Sheet (MSDS)
  • Provide manufacturer's technical data sheet stating application rate and cure times

3. Coverage & Quantity Verification

This is where most public waterproofing contracts are quietly under-delivered. Specify:

"Minimum total application rate 0.40 kg/m² across two coats. The Contractor shall provide delivery notes and produce empty containers on site for count at each stage certification. Quantity delivered shall reconcile with the measured area before payment is certified."

Worked check for the evaluator: a 1,000 m² roof requires roughly 400 kg of coating — 40 buckets of 10kg. If a bid prices 15 buckets, it is pricing one thin coat, and the technical evaluation should reject it on that basis alone. This single arithmetic check catches more under-specification than any other clause.

Reference figure: on a documented 370 m² residential project at Kpone Katamanso, 150 kg of polyurethane was applied across two coats — 0.41 kg/m².

4. Warranty Requirements

Realistic and enforceable minimums for government contracts:

  • 3-year workmanship warranty from the waterproofing specialist
  • 3-year manufacturer material warranty
  • Warranty backed by insurance certificate (public liability minimum GHS 500,000)
  • Warranty registered in the name of the procuring MDA and transferable to any successor entity
  • Design life stated separately in the specification — 20 years for polyurethane liquid membrane — and expressly identified as a service-life expectation, not a warranty

Do not specify a 10-year, 20-year or 25-year warranty. No coating manufacturer operating in Ghana underwrites one. Bidders who accept such a clause are either mispricing or intending not to honour it, and the MDA has no recourse when the entity is dissolved three years later. Where genuinely long-horizon cover is required, use Inherent Defects Insurance as a separate procurement line.

5. Testing & Quality Assurance

  • Flood test 48 hours before handover on all flat roofs and wet areas
  • Stage certification with material quantity reconciliation at each coat
  • Photo documentation of each application stage, including substrate before priming
  • Independent Quantity Surveyor inspection sign-off before final payment

6. Post-Handover Maintenance

Include in contract:

  • Defects liability period with scheduled inspection visits
  • Handover of maintenance manual to facility management
  • Optional PPM contract quoted separately (see: Preventive Maintenance Contracts)

Contractor Prequalification Criteria

Under PPA regulations, technical evaluation should weight the following minimum criteria:

Criterion Weight
Similar project experience (min 3 comparable projects last 5 years) 25%
Technical qualifications of key personnel 15%
Product certification and specification compliance 20%
Warranty offering and financial capacity 10%
Tax clearance, SSNIT compliance, insurance 10%
Price competitiveness 20%

This structure prevents lowest-bid-wins problems. A bidder at GHS 40,000 with no warranty, no comparable experience and a material quantity that does not reconcile with the area loses to a GHS 55,000 bidder with completed projects, a written 3-year insurance-backed warranty, and quantities that add up.

Building-Type-Specific Considerations

Schools & Universities (GES, Ministry of Education)

  • Schedule work during vacations (long term-break Jun–Aug, or shorter mid-term breaks)
  • Prioritise classroom roofs (student safety impact)
  • Include library and computer lab waterproofing (equipment protection)
  • See: School Roof Waterproofing

Hospitals & Health Facilities (GHS, Ministry of Health)

  • Cannot interrupt operations — requires phased execution
  • Sterile areas require specialist protocols
  • Roof drainage sized for Ghana's peak rainfall
  • Reference: Hospital & Healthcare Waterproofing

Government Offices & Ministry Buildings

Court Houses, Prisons, Police Stations

  • Security clearance required for personnel
  • Extended working hours may need arrangement
  • Prison work requires specific protocols with Ghana Prisons Service

MMDA Buildings (Assembly halls, community centres)

  • Often standalone structures with large flat roofs
  • Local contractor engagement supports local economy (District Development Fund criteria)
  • Community engagement during work (announce schedule to users)

Managing Value for Money in Public Procurement

The PPA Act (Act 663, 2003) requires the Value for Money principle — which is NOT the same as lowest price. Document VfM using life-cycle cost analysis:

Cost Component Cheap System (paint) Robust System (2-coat PU)
Initial cost (per 1,000 m²) GHS 25,000 GHS 60,000
Design life 3–5 years 20 years
Replacement cycles over 20 years 4–5 0–1
Consequential repair cost per failure GHS 60,000+ Rare
20-year total cost of ownership GHS 265,000+ GHS 65,000

Include this LCC table in your procurement submission to justify a not-lowest-bid selection.

Frequently Asked Questions

Can I sole-source waterproofing for emergency government works?

Under the PPA Act, sole-sourcing requires justification. Emergency waterproofing due to imminent damage risk qualifies IF you can document the emergency. Best practice: use a PPA-approved Standing Panel of contractors for emergency response, with rates pre-agreed.

What GSA certifications should I verify?

Contact Ghana Standards Authority directly to verify product certification (Testing Certificate or Quality Certification Mark). Fest Ghana Limited maintains GSA compliance and can provide certificates on request.

How do I check a bidder is actually pricing two coats?

Divide the total kilograms of coating in the bid by the measured area. It should come to at least 0.40 kg/m². Anything materially below that is a single-coat price wearing a two-coat specification, and it will fail in year two.

Should I specify a 20-year warranty for a major public building?

No. Specify a 3-year warranty that will actually be honoured, a 20-year design life stated separately, mandatory quantity reconciliation, and — if the asset justifies it — Inherent Defects Insurance as a separate line. A warranty nobody can fund protects the MDA from nothing.

How do I handle sub-standard existing waterproofing found during renovation?

Include an "unforeseen conditions" provision in the original contract allowing variation orders for stripping and re-doing failed existing waterproofing. Rate should be pre-agreed to avoid disputes.
