Waterproofing Budget Planning for Facility Managers in Ghana 2026

Budget roof waterproofing as a 20-year asset, not an emergency. Take the installed cost, divide it by the realistic service life for your site — 18-20 years inland, 14-17 years on the coast for a standard system — and set that aside every year, plus a small inspection-and-repair line before each rainy season. For a 1,000 m² roof that is typically GHS 4,000-9,300 a year in provision.

Why reactive waterproofing costs more

Most facility budgets in Ghana fund waterproofing only after a leak. The membrane repair itself is rarely the biggest cost. The ceiling boards, the server room, the stock, the tenant complaint and the emergency call-out in a storm are. Reactive repairs are also done at the worst time: in the rain, on a wet slab, under pressure.

Three numbers to keep separate

Figure Value Use in planning
Workmanship warranty 3 years Contractor returns and fixes at their cost
Manufacturer material warranty 3 years Covers material defects
Design life 20 years What the membrane is engineered to deliver
Realistic service life, inland 18-20 years Kumasi, Koforidua, Tamale, Bolgatanga, Wa
Realistic service life, coastal, standard 14-17 years Accra, Tema, Takoradi, Winneba, Cape Coast
Realistic service life, coastal, fleece + chloride-blocking primer 17-20 years Coastal sites with salt-resistant detailing

The warranty is the period the contractor returns and fixes it at their cost. The design life is how long the membrane is engineered to keep performing. A proposal offering a "20-year warranty" is usually quoting design life under the wrong heading — ask for both figures in writing.

Annual provision: a worked example

A 1,000 m² flat roof. Standard 2-coat polyurethane is GHS 80-130/m² installed.

Scenario Installed cost (GHS) Service life Annual provision (GHS)
Inland, standard 2-coat PU 80,000-130,000 18-20 yrs 4,000-7,200
Coastal, standard 2-coat PU 80,000-130,000 14-17 yrs 4,700-9,300
Coastal, 150 m² of edges fleece-reinforced + 850 m² standard 95,000-152,500 17-20 yrs 4,750-9,000

Two points stand out. On the coast, reinforcing just the edges costs more upfront but lands at roughly the same annual cost, with fewer mid-life leaks. And fleecing the whole roof would not help: fleece does not extend the 20-year design life, it bridges cracks up to ~3 mm rather than ~0.3 mm. Put it at parapets, gutters, upstands, outlets and penetrations only. (Figures are indicative; primer and access costs are confirmed at survey.)

The yearly maintenance line

Separate from the renewal provision, budget each year for:

  • Two inspections — before the major rains (March) and before the minor rains (August).
  • Outlet and gutter clearing — especially after Harmattan. Blocked outlets cause more ponding than bad slabs.
  • Minor repairs — new penetrations from AC, solar or telecom installers are the most common cause of mid-life leaks. Require every contractor who drills the roof to reinstate the membrane.
  • A small stock of emergency materials — Leak Seal Tape (GHS 250), Waterproof Leakage Spray (GHS 200) and Plugging King (GHS 100) in the maintenance store.

Checking material quantities in tenders

When comparing renewal bids, ask for kilograms. A two-coat polyurethane system needs about 0.4 kg/m² — 400 kg for a 1,000 m² roof. Our Kpone Katamanso project used 150 kg on 370 m², a verified 0.41 kg/m². Coverage printed on pails is per coat: 10kg (GHS 1,000) covers 40-80 m² per coat, so 20-40 m² finished with two coats.

Schedule renewal in the dry season

Book renewal work for December-March, when long dry windows allow each coat to go on a dry slab. Include a Harmattan dust wash in the scope. Planned work in this window is faster and more reliable than any emergency repair in June.
