Why Payment Structure Matters More Than Price
Procurement officers evaluating waterproofing bids often focus heavily on price per square metre and overlook payment structure — but a low bid with 100% upfront payment carries far more risk than a slightly higher bid with a sensible milestone structure. Waterproofing failures often don't show up until the first heavy rain, by which point a contractor paid in full has little incentive to return and fix a defect.

The Clause Most Ghanaian Waterproofing Contracts Are Missing
Almost every waterproofing dispute we are asked to comment on comes down to the same thing: the contract specified an area and a price, but never specified how much material had to go onto that area. Without that, "two coats of polyurethane" is unenforceable — a contractor can spread a third of the required coating over the full area, satisfy the wording of the contract, and hand you a membrane that fails in year two.
Add a line to your BOQ and to the contract itself:
"The Contractor shall apply the polyurethane membrane at a minimum consumption of 0.40 kg/m² measured over the developed surface area across two coats. Delivery notes and empty container counts shall be made available for verification at completion."
That rate is not a marketing figure. It comes off a documented 370 m² project at Kpone Katamanso that consumed 150 kg of coating — 0.41 kg/m². Specify it in kilograms per square metre rather than in dry film thickness, because DFT cannot be verified on site without gauges nobody brings, while empty buckets can be counted by anyone.
Note the words developed surface area. A flat plan measurement misses every parapet upstand, kerb, and vertical return. On a building with parapets that is commonly 15-20% of the real area, and it is the single most frequent source of variation claims on fixed-price waterproofing contracts.
Red Flags in Waterproofing Bids
Watch for contractors who insist on full upfront payment, who cannot produce a technical data sheet for the product on request, who offer only verbal warranty assurances without a written certificate, or whose quoted price is dramatically below the GHS 80-280/m² range typical for legitimate PU and fleece-reinforced systems in Ghana — an unusually low price usually means thinner coats, no primer, or unverified material.
Add one more to that list: a warranty term that sounds too good. A bid promising a 10, 15, or 20-year warranty on a liquid membrane should increase your scrutiny, not your confidence. Ask for the warranty document. In our experience the long figure turns out to be design life relabelled, and a warranty the contractor never actually offered is a warranty you cannot enforce.
Warranty Documentation to Require
A properly documented contract separates two distinct warranties, each with its own term and start date:

Separately from both, the design life of a correctly installed two-coat polyurethane system is 20 years. Design life is an engineering expectation, not a contractual commitment, and it should never appear in a contract in place of a warranty term. Keep the three figures distinct in your evaluation matrix and you will find bids become much easier to compare.

Benchmarking Bids Fairly
Several firms offer PU and fleece-reinforced systems across Ghana, and a fair tender process should compare them on the same terms rather than on price per square metre alone. Ask every bidder for four things in writing before you score anything:
- Their standard payment milestone structure and retention period
- Both warranty terms, stated separately, with start dates
- The coating consumption rate in kg/m² included in their price
- Whether their measured area is plan area or developed surface area
Differences on those four points routinely matter more than a 10-15% gap in headline price, and they are the differences that surface eighteen months later when it rains.
